Small audio bug fix with the lobby computer

Tore down and started to rebuild the mechanic's shop in the Classic map.

Added a restart button to the settings panel.

Added a loading screen to the lobby PC. The PC startup sound won't play until the computer is done "loading".

Re-added grass to the Fairgrounds map.

Changed resolution and scale of the screens in the lobby. I KNOW THIS MAKES THE DISPLAYS BLURRY, before I get complaints about it.

The apartment floors/ceilings are now burnable again.

Added some props to the store.

Added a hub screen to the apartment building for quick level changing.

Added startup/shutdown sounds to the lobby PC, and fixed it as well.
