My fix for imperial countries in the federations solar system initialisers was incorrect as they were creating fallen empires.

Also added checks to authority types to allow fallen empires to use those types where necessary.

Further fixes for countries being created as imperial government type.

Fix Great Khans being Despicable Neutrals reported by The Arch Dragon.

Added some localisation strings I missed. Deduplicated localisation strings.
