Fixed game crash bug at campaign start

Tested: The following factions are confirmed to have animal building disabled:

Talsyn
Sisters of Twilight
Bowmen of Oreon
Torgovann
Wydrioth
Laurelorn Forest


There may be some minor factions unique to the vortex map I didn't cover. I never play vortex so I dunno what they're called
