Updated WoC Victory Conditions Again

Short campaign:
- Sack or raze 50 settlements
- Construct 1 Tier 5 Chaos Fortress building
- Occupy 1 of the 10 cities available to WoC

Long campaign
- Sack or raze 80 settlements including Fallen Gates and Shrine of Asuryan
- Construct 4 Tier 5 Chaos Fortress buildings
- Occupy Middenheim
- Occupy 3 of the remaining 9 cities available to WoC
