-Tocharian and Sogdian rulers are now also eligible to restore the Hephthalite Empire
-Hephthalite culture now exists and can be embraced by Saka, Sogdian, and Tocharian rulers
-added a "Historical" rule setting that changes the titles required to form the empire.
