General Optimizations

*Fixes in static prop lightning
*Tile glass inside buildings changed to a solid glass texture to help FPS
*Fixes where VRAD would throw a lot of errors related to the interactive lights (tech stuff)
*Palm Trees no longer vanish as they have LOD models
