New faction mechanic for the Halflings: Halfling Restaurants. Establish lucrative restaurants in foreign settlements using your Master Chef agents, or automatically when gifting regions to the Empire. These are basically undercities/pirate coves, with the intent of allowing you to get another source of income and play tall, with less map painting.
