-Updated the config so "Unrestricted Customization" is no longer needed. Charly's parts will show up for Soldiers and WotC heroes without it.

-Adjusted the leg UV's to fit future COD thigh accessories.
-Adjusted belt to the new UVs
-Adjusted the vest to fit future COD ports.
-Added animset to hopefully prevent the squidmonster on startup screen
