Lessened how often the fishermen are in the swamp, and removed them from a few unnecessary spots.

-Fixed a typo in hospitalconstruction.
-Added swamp variants to all places that have mudmen, except for Hard Rain.

-Removed BurgerTank employees from Hard Rain mobs, so they only spawn in the idle commons and not the hordes (Can't actually remember if the Hard Rain mob population sets are even used, so I doubt it matters all that much.)
-Added fishermen to the swamp, go git them crawfish.
-Added formal L4D2 male commons to test_common_male_suit.
-Lowered the chances of formal commons spawning in areas where it seemed like they spawned a little too much, but they still show up at least.
-Added some police, military, or worker commons to a few spots, mostly taking inspiration from the L4D1 populations to enhance the L4D2 populations.
-Added the fallen soldier (Parachutist) to the French Quarter
-Added workers to the riverbank
-added riot cops to the airport in dead air and the riverarena in the sacrifice.
-Double checked my math

Completely overhauled the entire thing, organized it too so it isn't a mess. All the infected appear in areas where it would make sense for them to be, so no more zombies wearing suits in the bayou. The old version of this mod is uploaded as a separate addon for those who prefer that.

(Hopefully) fixes the issue where jimmy gibbs spawns all over the place in the dead center finale. If not, then, uh, well shit.
