General update for 15.13.0. Now overrides the cargo scooter, bandolier and all variants of crate to not be able to contain the new storage containers. Any issues, please let me know.

Hotfix for spawn rates in outposts. Probability per container is significantly reduced. Should prevent outpost containers being filled with boxes
