BALANCE: Major balance and code restructure. (Hence the version jump!)

- Lot's of the config values (and keys!) have changed.
- Changes to the default cone sizes, now 10x10 instead of 15x12.
- Changes to the damage and damage style (piece/shred/rupture), mostly nerfs!
- Frost weapons now have an Apply Chance, 66% for MK1, 75% for Mk2
- Exposed some more things to configs
- General bugfixes and code optimizations
