Updates Substellar compressor effect on moons

*now frozen worlds have a chance to become Ethane Ocean worlds. If PD Exotic is installed the modifier for Methane Terraforming will be added.
*Subglacial world will now also be thawed: Either it will become a Water World or Lifeless Temperate.

Now has the chance of adding the Ash Terraforming modifier to the molten world that is formed after completion, if the PD Exotic is installed

Fixed the events that check for PD submods: They were always returning True.

Changed the way that Exotic Terraforming Modifiers are assigned. They are now assigned always. However, they may not always be useful. More work on Exotic Worlds and Giga compatibility to come.
