Some small visual fixes after recent updates moves things around.

Third time is the charm, I hope? Also capacitator is now set to default vanilla value, should charge very fast now.

Buff the recharge rate of the capacitator (20-40) & fix the link from the 2nd loader to the guns

Test update - remove "can be overloaded" from relays

Fix some decorations stuff & disallow swapping frontal railgun.
