Increased the cost of Scholar's Deployment Tactics.

Black Mage's attack spells no longer have a travel time. Their spells are now less likely to get caught on terrain.
Increased the range of Blizzard, Fire, and Thunder to match the rest of their spells. Reduced the cooldown of Blizzard and Fire and slightly increased their damage.
Flare now fully removes both Umbral Ice and Astral Fire.
Sharpcast now regenerates mana like other abilities that grant Umbral Ice.

Added duration indicators for more hediffs.
