Fixed LOD error with Patriarch's Storm.

Patriarch's Storm no longer uses a turret. Should make it much more intuitive to use. To make up for it, it now shoots all 9 rockets. This indirectly fixes the graphical glitch too.
Fixed an animation oversight with Alter Kamerad.
The Implacable's mortar now fires from the correct place.

Added a Hochland Long Rifle model created by Sythropo. It's used by one of the Von Zeppel riders. That rider now has a very long range as sort of a hidden stat. Might be confusing, but it's probably best to show the unit's range as the range of the majority of the units, ie. repeaters, rifles, and grenade launchers.
Added a morning star model, as well as a new animation set "hu1_empire_sword_and_morning_star". Another Von Zeppel rider uses this animation set now. The animation set itself is usable on the ground, as it's based off the necrotect's animations, so maybe someone has some crazy ideas there for another mod.

Updated skill and tech tooltips to show which affect the Rat Tank.
RoR Steam Tanks are now affected by their relevant veteran skill.
