Fix tags

• Soldiers should now be able to gain the Psi Gift automatically when using Psionics Ex Machina mod.
  
• Fix all UI Strings that weren't able to overridden with Localization. (class names still use ini entries)

Fixes tags... *sigh*

Fixes an issue that would cause duplication Psi Amps to be equipped.

Fix:

• Fixed units not being able to train further abilities after being sent on a mission
  
• Broken units should be automatically fixed, but see console command below if they aren't.

• New Config option: debugInstantTraining - Handy if you want to get broken Psions 'caught up' without all the other stuff that comes with the regular debugging mode option

• New console command: ResetPsiAbilityOptionsForSelectedSoldier - Rerolls the soldier's list of abilities to pick from for their next psi training session.
