-Fixed the clipping issues on Hole 9 using the bumpers/ramp
-Added a rising/lowering platform in the middle of the water
-Added some walls for cosmetic purposes

There are now four ways of completing this hole:

1. Using the bumpers going left of right, going over the ramps to get to the hole
2. Using the middle ramp to sail over everything and dunk in the hole
3. Using the rising/lowering platform, bounce of it the correct way to get to the hole
4. Waiting until the platform is lowered and bouncing off the water to get into the hole

Please keep in mind, using water in courses made in the current Level Editor comes with greater risks. Touching any water/jelly marked OB will eventually reset the ball, regardless if it lands on a legal surface or not. This behavior cannot be changed on my end, or I would have made it behave differently. If you try to use water, you have to make sure the ball gets into the hole quickly, otherwise it will reset, making that shot harder to perform, but, still pretty fun to pull off.

-Added an extra Plinko in Hole 12 to further slow the ball.

-Removed Jelly block from Hole 10 and replaced it with out of bounds block to prevent getting stuck

- Fixed Hole 10 to prevent a locked ball, requiring players to wait out the time or forfeit the hole.
- Changed the PARs of certain holes to be a bit more lenient.
- Finished Hole 4 because I'm an idiot that forgot to put the walls in.
