All independent states now have a (player only) decision that allows the ability to form factions.

I have found this one of the most restraining elements of the game, so I thought it was important.

Fixes Japan formable events, so non-aligned Japan can take them.

Added an Albanian core on Kosovo.

Accurate leader names for Vietnam, Laos, and Cambodia added.

Added a new portrait for Hirohito because the vanilla was a purposely bad looking one for a critical article in Time magazine.

Added names for vanilla Kurdistan and Kosovo.

Corrected vanilla Israel capital.
