-Adjusted E4 combine so they show up a smidge earlier

-reworked intro area and connection to storm drain to make it more realistic and interesting
-reworked features of the drain canal in topside areas
-reworked first major fight slightly (enemy placement)
-some ammo tweaks in control room and other areas
