updated colours and tooltip; unable to reclass item's UI so it is playable (game makes it useless, more like a prop, when trying to reclass it as a water supply facility; needs to stay in the additional tab)

UI class correction - the item should be in the correct tab now under water supply; also changed outer wall colour - it's darker now
