1) Changed offsite resource buildings to no longer use state building slots.
2) Working on a solution for offsite building types being shown on the construction menu. No resolution yet.

Fixed a major bug when drawing from the stockpile.

Removed resource extraction modifier effect on withdrawals from stockpile. The effect is now completely hidden from the player. The export effect is still in effect.

Squashed bugs. Added game difficulty modifier for stockpile limit.
