Balance changes
- No GPP from farms in the base version (farms still grant Great Scientist points in Vox Populi)
- Forts and Citadels grant Great Scientist points instead of Great Engineer
- GPP from kills only applies against major civs (not barbarians or city-states)
- GPP from kills caps at 1/2 your number of total policies, to prevent exploiting by taking every opener (I don't know if anyone would actually do that, but better safe than sorry)
