1. Updated to play nicer with other human species mods.

2. Softened up the mod significantly.

1. Updated the military Commissariat uniform to be a bit more 'industrial' by removing the shirt and tie and replacing it with a worker's uniform (male and female).
2. Added variations for the Dictatorship uniform (male and female).
