Added .FailOnDownedOrDead() check after casting time to every JobDriver

Adjusted enemy raid table to account for the fact that addition of new units reduced likelihood of melee units.

Minor code optimization

Fixed some jank:
- Prevented Psyker from ineffectively spamming Psycast ability on downed unit
- Fixed CanReserve() which eliminate yellow message spam on the console
