Update for 41.41 and more compatibility with mods that change vanilla items

Adds support for 41.38 items. Includes vanilla changes to item stats and categorization. Sweater vests are now in the TorsoExtra slot, not the Sweater slot. This might break outfit lists, I apologize in advance.

Makes stuff like vests and military gear be the Base version instead of the ones with the modified names. This is so that they will receive modified stats from other mods that change them. The downside is that the alphabetization is a little different now and very slightly inconsistent, but it's not too bad.
