Bug fix that locked up dismounting when triple tapping use key.

Fixed a few little bugs.
Minimized network traffic.

Added the ability, on a per user basis, to stop the safety feature. Alt + Use key to toggle on/off.
Does NOT persist through death(reverts to safety being turned on).

Added configs:
[SafeFlyerDismount]
AllDinos=False
EnableLongHoldDismount=True

AllDinos applies safe dismounting to all dinos, not just flyers.
EnableLongHoldDismount adds a second way to safely dismount, by holding the Use key rather than just pressing it. This is in addition to the double tap, does not replace it.
