Distance for the AI to clear ruins increased from 2->3 sectors.

This should help a bit with the AI getting stuck on tiny islands in the Continents land type.

Influence to buy out ruins changed from 100/150/200 -> 60/120/180

Made it impossible for NPC factions to control bronze tier ruins within 2 sectors of a player spawn.
