Added a new lootbag
Added a cooldown between getting loot bags
Added a new "setCooldown" command if you want to modify the value
Changed some drop rates of loot bags

Fixed a glitch where if you get a loot bag and then reload the save, it would all turn into scroll loot bags!
Fixed a glitch where one of the lootbags was unobtainable.
Changed how the droid loot bag worked.
Changed a few lootbag chances.
