[Technical] Added support for new DLC units and special buildings.
[Greenskins] Increased capz for Orc Arrer Boyz as sum gitz waz complaining about derr low capz (lowerd capz for Orc Boyz soze da uvver gitz still haz a chance to giv us a good scrap!). Rebalunsed buildingz wot has da new unitz! WAAAAAAAGGHHHHH!
[High Elves] Tweaked caps for Lothern Sea Guard to deal with their increased availability via settlement chains. Rebalanced buildings with new units.
[Localisation] Tweaked strings to match CA's new policy on chariots.

Please note: this update has had minimal testing and may have mistakes. Please report any errors promptly for high-priority fixes. Balance tweaks, as always, require as much info and persuasion as you can muster.
