- Fixed/changed (Thanks Dr. Jamón) transfer of sovernity UNSC state action. Should no longer kill the UNSCC... The couuntry being asked to transfer the state may decline the request by the Security Council (see world tension entries to see how they responded).

If they decline they will be marked for sanctions, a country unders sanctions (that has sanctions imposed not just marked) by the Security Council will be much more willing to cooperate and transfer the next territory you ask of them until a certain limit is reached.

Note: the AI will never agree to hand over their capital.
