added sv_st_pingloc_mode

this ConVar lets you control how pings are sent.
0 is using lists
1 will cause all pings to be automatically sent to all players on your team
2 will cause all pings to be automatically sent to all player with the same job group as you
3 will cause all pings to be automatically sent to all players

added ping cooldown convar

made the whole thing server-authoritative (this is a good thing)

Added a small off-screen notifier and changed the pings to use • instead of a circle draw function.
