Update GeoIP database: April 2014

- An old / standard scoreboard could be displayed when just connected. But this old scoreboard did not disappear once the pgl_newscoreboard parameter is loaded.
- The ConVar parameters are now correctly and immediatly sent to the clients as netword strings. Also they are correctly handled serverside now.
- Use a hook instead of modifiying the gamemode function to display the scoreboard.
- Often, the detailed info did not display the country even though it has been loaded.
- Add the ability to set an URL instead of a Steam group ID (with the ConVar pgl_groupurl).
- Order players by status, configurable (pgl_orderbystatus) (0 disabled, 1 enabled, 2 enabled with no titles). At the moment, "1" is equal to "2" as there is no title yet.
- Use the generic gamemode icon if the icon file does not exist.
- Cleaned a little the engine that force to reload ConVars for non dedicated.

Update GeoIP database: March 2014

Very little changes. Bots have now the same geolocation as the server. A developper documentation has been posted.

Update GeoIP database: February 2014

- The DB1-lite has been included in the addon (some full country names are a little bit different).
- You can now use standard DB3, standard DB1 and DB1-lite ip2location databases.
- The databases can now be lower case if there is a problem (especially on Linux).

- pgl_newscoreboard default value becomes "1" (if you used the default parameter, do not forget to set it to "0")
- player nicknames will never appear as "[unknown]" anymore
- map name shown in credits
- should be able to parse <CR>-ended lines in config files (not tested and may be different on Windows and Linux)

Buggy mouse stuck in screen clicker mode in some cases when using another menu.

Problem with non-existing file licence.txt which tried to send, blocking issue.
