War for Power Runes no longer cede claimed systems on victory.
This was done to fix the fact that once a country is destroyed there is no way to find out who the destroyer is, so runes could get lost and show up in random empires

-Reworked how the opinion modifiers work:
--Negative rune modifiers will no longer affect fallen empires, they dont care about the runes
--Negative cube modifiers will still affect fallen empires, they dont like you having such a device
--Negavite rune modifiere will will only affect if you already had bad relationships with other empires. Neutral or friendly attitudes wont cause the negative opinion modifiers to trigger
--Disloyal attitude will trigger the negative opinion

-Reworked the Interdiction wargoal
--No longer total war
--Generates minimum war exhaustion

Reworked the Planet States so that they do not conflict with the Planet States mod
Once the mad collector is active, the collectors, as a country, will generate borders so you can easier identify and talk to the collectors
Once the collector enters your borders for the first time (if you have runes) he will ask nicely for the runes, or else

A special project has been added. Once you build the nyblax cube you have to power it up through a special project, once its complete, you can activate the cube
The Mad collector will go to his home to power up the Nyblax Cube once he gets all the runes
Once he gets there and starts powering up the rune, The Interdiction will begin: the galaxy will rally against him
If any country builds the cube, The Interdiction will begin: the galaxy will rally against him

Added lots of new iteractions and dialogs for the mad collector
