New emblem for communist Vichy France.

Lots of stuff debugged:
- some fascist emblems didn't show in earlier version and should now be visible
- a lot of Spanish and Portuguese emblems fixed as they were not showing properly
- added unique emblem for non-Carlist Spanish monarchy

I replaced the ESU_POR_unified_communism to be the same as SPR_UNIFIED_communism because it makes more sense.

- Carlist Spain has now unique Coat of Arms if you have Vanilla Formable Nations Patch installed (without the patch it won't even load because the cosmetic tag in vanilla is broken)

Some of the emblems may still not show themselves, but I'm not sure if it's my fault or Paradox fault. Spanish POUM for example didn't even load it's cosmetic emblem in my game.

Anyway - it now works with 1.9
