spell amp from items no longer scales with ability power. spell amp from hero abilities maintain this effect.
spell amp scaling from primary attribute removed (int still has spell amp)
ability power scaling from 20% to 30%/level

all heroes have been brought to 7.36 parity, bug reports are now useful to me again
