Minor bugfix about imperial reforms

Version 1.0.1
Fixed ambiguities with tribal and nomad empires. Made empire destruction less severe for tribals. Changed inefficiency percentages into more descriptive terms.
Fixed inflation and court inefficiency. Ensured that autonomous vassals break free from non-emperors. Improved on breaking free mechanic. Guard now properly asks for bribes.
As a player, you can request autonomy from your emperor. Players will no longer gain automatic empire formation. Vassals within empires will no longer form their own empire.
Vassals will now only request autonomy in exchange for troops if the war is not going well for you. Reforms now cost some money but less prestige.
Eunuchs are now being made in the proper cultures/empires.
