Added !trainstop ULX command for cabin stop.

• !ch ULX command now gets the player's seat (no matter what seat) and changes to same seat in another cabin.
  
• Added !sch ULX command for a smart cabin change. Same as !ch, but deactivates the current cabin, then starts another one.
  
• Added !trainstart ULX command for cabin start. Works only for a "Fully started" train.
  
• Fix a bug with unsyncronized time on server and client side.
