Update for Steam Tags

UPDATE #2 - Thank you for feedbacks :)
- Fix scripting error in the Medium Cloud pattern.
- Some weathers have seen their duration lowered for a more dynamic system.
- Slight changes on filter colors, blur distance and effects for the Dust Storm.
- More existing patterns added to the Storm chain.
- Please restart your server.

MOD UPDATE #1 :
- Remove unecessary Weather.lua file.
- Adjusted some ramping values for better transitions.
- Added some more Continues to the Cold Weathers chain.
