Added Brotherhood of Mars flag

Fixed mistake where I clumsily changed the New Holy Roman Empire's and ideology to Ruler instead of Elites, as supposedly, clergymen ruled the old HRE.

Added Holy Roman Empire and New Roman Empire flags.

I have fixed localisation!

I have also added a new flag to the Mojave Raiders when they accept the People ideology, the flag coming from a potential new nation that is to come in the OWB world: New Battle Mountain.

Initial Upload

Did a lot of work regarding DIVISION and SHIP NAMELISTS. Hopefully, that paid off.
Also, some changes to nation localisation.

Reworked the Phoenix Republic into the New Prussian Republic. Unfortunately, no NeuKonigsberg.
