Fixed sounds however, MI sound is acting weird and sounds more like a high pitched...ding?

"+ to skill" items are all Green quality now
Monster Infrequents now have thier own gong sound. Less pronounced than Epic and Legendaries

Added visual effect to Epic and Legendary items while on the ground. Sort of like a pillar of flame.
