Hot Reload & Primary Attack Animation Fixes

+ FIX : Primary Attack ViewModel animation playing only once on a dedicated server
+ CONFIG FIX : Hot reload with keycards editing
+ CONFIG FIX : `SWEP.GuthSCPRenderer.view_model.use_hands` now set `SWEP.UseHands` no matter if `SWEP.GuthSCPRenderer.view_model.swep_ck.enabled` is on `true` or `false`
+ CODE FIX : Prevent SWEPs duplicates in the numerical table `GuthSCP.keycardSweps`

─ FIX : Applying levels `+7` with the SWEP `guthscp_keycards_config` were truncated by the network optimization
─ FIX : Set the current level applied by the SWEP `guthscp_keycards_config` to it
