Fascist Austria emblem will no longer be a Nazi Germany CoA since Fatherland Front is now considered a main fascist party in the game.

Fixed the Congo emblem to be visible again.

Added missing emblems of the new nations: Quebec, Welsh Argentina and few new African emblems.

Added two new emblems for Congo: fascist (Zaire) and neutrality (default Belgian Congo)
