rdll mct 2.0 update finished
- support for both the mct and the mct2.0 mod
- support for vandy's reworked confederation options mod
- additional settings for mct2.0
- almost all scripted text was set up as localised strings for better support of translation submods
- revised the whole script and cleaned up redundant and needlessly complex code
- removed the sm0_horde bug fix script since bug fixes are not in the scope of rdll (this was originally written for rdll and later added to cbf)
- added a loop that removes DEF names of power traits on skill reset

disclaimer: I can't possibly test all setting combinations between the old and the new mct so it's quite likely I missed some bugs caused by the changes
