Massively reworked economic plans, included emergency fallbacks (what to do if empire lacks a resource or surpluses a resource).

Added some personality changes (so all empires prefer to make tributaries instead of vassals).

Some slavery policy tweaks (AI will prefer to give citizenship instead of enslaving for now).

Paradox was very kind to provide review versions to some of the modders and because of that I am happy to announce that Starnet is currently compatible and with the 3.0. "Dick" update.

This means that if you want to play Starnet with old version you need to use a legacy version located here psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2457969005

Nevertheless I will tell you that this version is in no way final. Economy changes of 3.0 require the total rewrite of the mod and it's still very much work in progress. This version is very basic (compared to older starnet) but still you should be able to witness substantial improvements in tech choices, economy management, fleet composition, etc. compared to vanilla.

I am intending to continue updating starnet throughout the next week so don't worry, it will get stronger :). On a positive note this version should be more compatible with other mods (especially mods that add new OP buildings) because of how basic it is.
