-1 to 1 transfer of surface gun batteries to submersible ones bringing the number of guns up from 9 to 17.
-Rebalanced gun battery module values to be more constant with their relative number of barrels.
-National localization for main battery guns based off all available surface counterparts.
-Added new Cruiser Submarine capital_ship type that resembles a heavy cruiser by having medium/heavy gun module.

-Because apparently user selectable load order doesn't matter to HOI4. I have reimplemented the old overdrive system with some knowledge gained by helping to debug MTG Expanded.
-Updated medium and heavy stats to match changes made in 1.9.3
-Added big gun submarine designs in case any ai gets the appropriate flags.
-New Radar Snorkel and Anechoic Tile icons provided by RyansPlace.
