I may have fixed the intermittently-working Linux issue. I'm not sure. Windows never faced that problem.

The Red One suggested adding some tags that the Civ VI tools did not (and still do not...oddly) show me in VS (mine is a heavily customized Enterprise Edition...). Hopefully this will allow the mod to not be required in Save Games for anyone!
