Black Dragon and White Eyebrow squads now patrol Shem.

White Eyebrow will now bother player bases in regions surrounding Shem. Should not go into Burning Forest or Border Zone however.

Black Dragon and White Eyebrow squads now have 3 ranks as opposed to 2 ranks. This is to even out the improvement and also to give better stats to a planned expansion in the SE.


Also extra dialogue added for the rival factions encountering each other.
