Completely rewritten the mod, now it works through Mod Config Menu.

Fixed a bug that caused the mod to not work under certain conditions. Fixed missing DLC Identifier bug. The mod now once again uses "XComSoldierGeneration.ini" configuration file instead of "XComContent.ini"

Compatibility update. The mod now requires Highlander v 1.18, but now it's compatible with anything and everything.
