Ship designer: Fine tune and fix the window for uncommon resolutions

Ship designer - width increased so that it can display 6 ship sections. Downside is that it overlaps with the outliner for any resolutions narrower than 2200 pixels. (1920x1080, 1600x1200 and so on)

Megastructure build list - Made the window taller and wider
Planet view - Actually make the district list have no max limit
Planet view - Fix horizontal job icons going clipping outside of its parent

Planet view - Made the wide job list only show up for resolutions wider than 2560
MP chat - Moved the floating/persistent MP chat more to the center of the screen, so that it doesn't overlap with fleet view

Diplomacy view - enlarged and re-positioned some of the element to utilize more of the empty space
Planet view - swapped the positions for demographics and jobs, whilst also making the jobs list wider (helps when having many jobs and/or empire with many species
Planet view - modified the branch office window to make it look a bit more appealing
Planet view - modified the terraforming progress panel in the sidebar
Oultiner - fixed icon positions for fleets and terraforming

Planet viewer - Made district list scrollable if exceeding 9 district types

Small pixel adjustment to governor portrait
Changed background waroverview to prevent war name to clip
Modified species view portrait so that it doesn't clip outside the window, and added a bottom separator
Changed mask files to .tga so that they're compressed and take much less space
