- Self modified pops who's owner has a homicidal or militaristic civic are guaranteed to have the very strong trait
- Dictatorial, Imperial, and Private authorities give +1 ruler political power

Bug Fixes:
- Self modified pops get hive mind trait if owner is a hive mind
